Phenoxyethanol

Formulators specify phenoxyethanol because it works in almost any base. It is fully miscible with glycols, alcohols and most emollient esters, so it can be added to the water phase below 60 °C or carried in with the oil phase; it does not dissociate with pH, so a formula does not lose protection when it drifts acidic or alkaline. It pairs well with 1,2-hexanediol, ethylhexylglycerin or a chelating agent when a broader hurdle system is required. The usual starting point is 0.5–1.0%, with 1.0% as the regulatory ceiling in the EU and China.
